You do not need a visa to travel to Belgium if you are a citizen of an EU/Schengen country. In addition, Belgium has visa-free travel agreements with over 50 non-Schengen and non-EU countries
If you have a valid long term visa D or residence permit issued by one of the Schengen area countries – of which Germany is one – you do not need a visa to travel to Belgium for up to 90 days.
As a non-EU national, even if you have a valid German residence permit, you will generally need a national Belgian visa D to go to Belgium if you intend to stay for more than 90 days.
